The theme uses a very good plugin, Query Posts by Justin Tadlock in order to provide the list of featured posts, but it’s not required. No other plugins are required either.

Featured posts 
To make a post featured, create a category called ‘Featured’ and assign a post to it. That’s it!
To provide a background for the carousel of featured posts, upload an image and add a custom field with the name ‘featured’ and the value being the URL to the uploaded image.
